Add telemetry info into the metadata files

Goal

Having the time, job id and payload of the circuit as data information for each dataset

[x] time in queue
[x] time in simulation
[x] job id
[x] size of payload (python object send to Runtime)

nb_qubits | layer | circuit_id | job_id | time queue | time simu | payload size
