Is the Permanent Upgrade Quick Slash in this beta test? The source code shows it having a 10% drop chance from the final tier 9 raid boss. However, despite receiving Permanent Upgrade Item 15 Mastery of the Elements (10% drop rate) as well as 36 rare items (0.8% drop rate) from this boss (note that all these items were acquired through raiding before I started farming), I still have not received the Quick Slash Permanent Upgrade Item 16.

Either fixed in the Beta 2 Patch or I was just very unlucky with this drop.
