Moved phylostylotastic code into its own module #7

That's about it! I'd like to keep playing around with pstastic.py (especially in metadata processing) independent of the phylostylotastic parsing. And @karolisr requested that phylotastic be accessible as a library, so I can work towards that more easily if this is split like this.
