"Error" state selector should not be visible until torrents have errors #135

An improvement on current ui would make the "Error" state dynamic, and visible 
only when one or more torrents have an error.  I would not do this ('one or 
more' rule) for other states; it is particularly useful for errors as it helps 
to focus the user on torrents requiring attention.
