State-selector horizontal scrollbar is not removed #140

If View/Directory filter is on, and the horizontal scrollbar is on, the 
scrollbar is not properly disabled when the filter is then turned off.

This seems to just be how GtkScrolledWindow works, and no settings to change it.

Except maybe set the hpolicy to POLICY_NEVER, but then you'd need to drag the 
panel to see text. Better to keep it I think.
