Server version in status should use dot with any locale #250

With some locales status line has ',' instead of '.' in server version. Version 
is commit c193bdca42988cc7b01617a301d404c0d5af1d9b

So now instead of '(Transmission 2.82)' there is ':: Transmission 2.82 (<some 
big number>)'. What does this number mean and why it is displayed?

That is a bit unusual: most upstream use 'r123' instead of '123' for printing 
svn revisions in --version output.
