Current git fails to compile with GeoIP disabled

Recent changes left some bits of GeoIP code exposed which causes build failures 
if you aren't trying to use it. A few #ifdef additions resolved it for me. 
Attaching patch.

Not sure if it was intentional, but looks like some grid/table changes got 
committed alongside the GeoIP fix. Just a heads up in case it wasn't.

They're definitely not ready yet. :)
