Filter Builder validation even if start with blanks

It would be useful to allow blank values but also have the ability to do some 
validation of choices in the Filter Builder.  Radio buttons and multiSelects 
don't need validation.  Boxes of "between" numberic values offer validation now 
if pre-filled.  However, we are not supplying values so that if the user does 
use these optional columns then the filter is shorter.

If a database-writing scheme is used instead then we can go back to pre-fililng 
the values.
