EPSG 26919 (NAD 83 UTM Zone 19N) won't extract #171

If I load the layer into GeoServer and tell it the native projection is 26919 
in OLIVER it draws fine in both 26986 and Google and identifies fine, but for 
some reason I get "Sorry, no layers were eligible for export." if it's the only 
layer.  If it's not the only layer I get the other layers but not this layer.
