Modify to keep the zoom in behavior the same as it was prior to OL 2.13 #210

Upgrading to OL 2.13 fixes the IE 10 puzzle piece issue but introduced 
different zoom "feel" behavior.  We would prefer to keep the old behavior.

Done in r451.  But, oh, it is disorienting not to have it IMHO!

The blurry map that slowly gets better - I hate it! 

It's better now, but it's not the same as it was in 
http://maps.massgis.state.ma.us/map_ol/oliver.php   In the previous if I zoomed 
the map would go white, then fill with the new tiles. In this version it zooms 
in a little, then clears the tiles and redraws them.  It's like it's trying to 
do a little of both.

Yes, this too will either need to be bumped up to an issue that needs budgeting 
or we leave it as is or we roll it back to what it was before r451.

Better in OL 2.13 (not quite 100% but good enough)
