I looked around and tried making a few basic changes but couldn't seem to
squash this bug. I think we need to mark it as its own issue that needs some
budgeting parameters.

I'll write down my previous comment from the phone - I can tell based on
Firebug that when I zoom up the vertical zoom bar to the top minus 1 level that
the tiles are coming from our Level 19 which is the most zoomed in level that
we've cached. In the previous version of OLIVER (map_ol using OpenLayers r7)
when we were up at the very top level of the vertical zoom we were using L19
tiles.

Sorry. Yes, it is here already. I just meant that we might need to formally
approve it in order to tackle it completely. A simple solution is to turn off
the bar altogether and just have the +/- like this,
http://openlayers.org/dev/examples/zoomLevels.html.

It looks like the current production of Oliver has the opposite problem . . .
you can't zoom OUT all the way. My vote is that this is a wash.

I think people like the bar. If we have to live with it not zooming in all the
way I think we can. Not being able to zoom in all the way though is worse than
not being able to zoom out all the way, because people often try to zoom in all
the way. And it looks like they can go one more, but when they click what they
expect to happen doesn't happen. Maybe I can adjust the number of levels for
the basemaps so that it will line up again, I can try that.

I experimented with making the number of zoom levels for the MassGIS_Basemap 19
instead of 20. If I do that, Level 18 now lines up as the next to last zoom in
level which is correct. The most zoomed in would be Level 19. However, if I
click on the top most zoom level in the bar nothing happens still. Just a
piece of data...
