Pan tool shove map and it keeps going

This is new in OL 2.13 and I really don't like it.... 

If I pan the map and I kind of "fling" it... the map keeps panning and panning. 
 It doesn't seem to be allowed in the previous version. (I'm comparing 
map_ol_to5/oliver.php and map_ol/oliver.php

Maybe this is the same package of behavior as Issue 210, not sure.

Sorry, I have the same bad news here.  The documentation for OL 2.13 says I 
should be able to add a particular flag to the map initialization, but it isn't 
working as advertised.  This, too, needs to be pulled out into its own issue to 
be approved I think.

I think you did a great job of describing it.  I just meant that we might need 
to formally approve it and allot some time for it.
