Viewers configured with any of the 3 Bing basemaps as default open with previous extent button active #225

If "bingRoads", "bingAerial", or "bingHybrid" are used for a viewer's default 
basemap, the previous extent button is active, indicating that there is a 
previous extent.  Of course there is not, since the viewer just opened and 
clicking the button does nothing.  All other default basemap types work 
properly by having the previous extent button greyed out.
