Close menus when a user clicks on map view

Currently, drop-down and right-click menus close when a user clicks anywhere on 
the three windows to the right and the toolbars, but not when a user clicks on 
the map. It would be nice if menus close any time a user clicks, whether in the 
map view or elsewhere.

This still needs work. Right-click menus accessed from Available Data Layers 
and Active Data Layers now close when a user performs a single click on the 
map, but not when a user clicks and drags (as occurs when using the zoom 
in/out, pan, and identify tools. They should close with all click events.

Moreover, all other drop-down and right-click menus still do not close when a 
user clicks on the map (these include those menus access from External sources, 
Measure, Basemaps, Map units, Scale settings, etc.).
