!challenge command for squads with enough online #20

Description:

Can we create a command that allows us to challenge squads that show enough online? Example: :twchat:!whohas 4 (TWChat)>Squads with (4+): Mellow(11) Gun(9) Pandora(9) Potenza(8) RiP(8) UZI(7) Soul(7) raPID(6) Dishonored(5) Skille(5) SwEeT(4)

The !challengeonline 4 would then challenge Mellow, Gun, Pandora, Potenza, Rip, Uzi, Soul, Rapid, Dishonored, Skille, Sweet.

Of course, you could change the #, 3-8 (depending on TWD arena).
