Update to surfblaance module #69

Description:

The Surfbalance module is outdated. It was made for the old map, with freqchanges for each section. I had done a twscript for the new arena, which will have all of the warpto coords, and a kinda messy means of tracking/recording player progress. If you have any questions on some of that stuff on the twscript, just ask me and I'll let you know what/how/why some of it's in there.
