max up and download speed shouldn't be allowed for users without access to "settings>connection" #314

Speed bars on bottom allow users to set thier speed higher than what is allowed

If a user has the "settings" removed in access.ini this shouldn't be allowed

I'm not 100% sure if this is the case or not, but someone was asking me
about it and complaining about it....

The proper thing would be to allow users to set this at a max of whatever
is set in .rtorrent.rc or not at all.

Fixed in r782, check access.ini for details.
