Changes noticed in release testing #96

I am planning on accumulating more things of this nature found in testing. Wasn't thinking of merging it in immediately but waiting to accumulate stuff like this so as not to distrub your testing.

On the other hand if you prefer to have stuff like this merged in early we can do that too.

So far. In Makefile.am:

fix spelling of "manual"
ensure the description target for ChangeLog appears only when it is built

Ok. How is testing going? Sunday release sound ok?

Would it be okay to merge this into the remake-4-3 branch before release?

(The doxygen processing stuff which a normal user is oblivious of going to wait until after.)

make distcheck runs fine on macOS, FreeBSD and OpenBSD. I'd say merging into remake-4-3 is absolutely fine.
