Sections for Tile Packs #13

It should be possible (ideally when users can manage their own) to create sections for tile packs similar to how Inventory Setups creates theirs. This would help in managing a potentially large amount of user-added packs.

I'd like to add sections to split things by bossing, skilling, minigames etc fairly soon. I'll keep the configurable part in mind but not likely to do that short term.
