Unable to get colour change. Sticky function is working, but EventListener is not changing the colour

I have decided to leave this idea parked for a while, because I don't see it as making a huge improvement to the website. While it will improve the user experience (Users won't have to scroll back to the top of the page to view nav bar) I don't think it is necessary at this stage of testing.
