Update Kanban process with more info on PRs and other stuff #468

This is updated description of the TriBITS Issue and PR Kanban processes. A matching update to TriBITS wiki documentation is given in PR https://github.com/TriBITSPub/TriBITSWiki/pull/1. Those two PRs should be reviewed as a set.

This generally supports the work in EPIC #367. We need to be on the same page for the Issue and PR processes.

@MikolajZuzek, @mperrinel, and @marcinwrobel1986, I am going to go ahead and merge this PR and the associated wiki PR https://github.com/TriBITSPub/TriBITSWiki/pull/1 so that the updated documentation will be live. But you can still do a post-merge review if you like (or just look at the updated documentation and then provide comments here).

Review was completed and a follow-on wiki PR TriBITSPub/TriBITSWiki#3 was created to address a few issues.
