Create helpful links on New Issue page #37

We can customize the New Issues page. Some teams add helpful links here to possibly head off new issues that could be answered by referring to other sources of information.

These can link to anything we like. Pages on our own repo, forums, web sites, whatever.

I'm putting some starter samples there, taken from another ESP32 project on github.

OK, about the stuff hanging off "new issue". Are the two boxes about "Gitter channel" and arduino in the right place here? That is, doesn't it seem to imply that somebody could go to the forum and find some bread crumb about quercus? Maybe these resources would be better hanging off the top level README.md? Just throwing this out there.

The point is to have a "last minute" reminder of useful links for folks about to open a new ticket.

So, yeah, one of the links should be back to the README.md or anything else you think might be useful to somebody who is clearly thinking of opening a ticket.

IOW, it's not an either/or, but rather an that/and.

I'll add a link to the README.md.

❓ What resources do you recommend, @petesoper? Remember, the ones there now are just placeholders I grabbed from another project -- unlikely to be a perfect match by accident. :-)
