Modify AC3R to allow it can work and generate JSON file from CIREN Dataset Implement methods to mutate an initial point of vehicle in three ways:

• A random point belongs to a line with a given distance
• A random point belongs to a line with min and max distance
• A random point belongs to a circle with min and max radius
