Same as the title. The music played appears to prioritize the original music (that is intentionally muted in this case) instead of the new music.
To Reproduce
Create a map with a ChangeMusic function that fires 0.25 seconds after you load in, and mute the original music, or load 8523822015
Spectate a player in the map
See that it isnt playing the music spawned by ChangeMusic

I expected the music spawned by ChangeMusic to play when spectated, instead of the intentionally muted music.
