5 months ago Libre Relay is a project to create a subnet of bitcoin nodes that change two mempool policy settings and add a service bit so that Libre Relay nodes can preferentially peer with each other.
- remove the 80 byte OP_RETURN relay limit
- enable full RBF peering, allowing nodes to ignore the RBF flag and replace any transaction with one that spends the same inputs and pays a higher fee.
This large OP_RETURN transaction was mined, ostensibly without paying a miner directly to include it, proving that at least some miners don't use the default data carrier limit which would have caused their node to drop this transaction. https://mempool.space/tx/ee8bbff798c5b07cfdf0a7379fb8ef2e05d91fcfac2daacb21de30c1f007bf79
Peter Todd is doing the dev work, which is still in progress. These transactions are apparently being relayed by nodes running this branch: https://github.com/petertodd/bitcoin/tree/libre-relay-v26.0.
