Receive runes #3

Add support for runes. Same thing we did for inscriptions. Add the ability for bitpacs to accept and store and display runes. And add the ability to send runes via a proposal

For runes got a single sig script ready in which uses a segwit and a taproot address to buy and sell. Already have support to receive runes

we require ME to unblock the API to be able to transfer. Allows this 3 features required a lot of work to refactor everything to make it work, got a big branch on progress, we will have to do big regression on proposals.
