Fail the PR pipeline when black has not been applied #30

Sometimes, I forget to run the black formatter, resulting in inconsistent code formatting. In this situation, it would be helpful if the PR tool errors and advises me to run the formatter.

Additionally you can add a GitHub-prehook with an automatic black formatter
