Improve bidding in 500 #226

Fix #224 Fix #202

Avoids bidding 8+ unless the bot has the cards to do so without help.

Also refines some counting of tricks to drop counting off-suit Queens and refine some adjustments (e.g. for fewer than 5 trump, highest trump below Ace, etc.)
