Install fails with "The Content Manager Explorer website is empty" #40

What steps will reproduce the problem?
1. Download latest rc1_1 msi installer
2. Install on x64 WS2003 R2 machine where Tridion 2011 including all latest 
hotfixes are already installed.
3.

What is the expected output? What do you see instead?
Install is not finishing and rolling back due to an error 1001: The Content 
Manager Explorer website is empty"

What version of the product are you using? On what operating system?
PowerTools 2011 RC1_1.msi on WS2003 R2 x64

Please provide any additional information below.
This happens on another box (same specs) as well (exact same error).
Are there any pre-requisites that I'm missing?

I have the same error on Tridion 2011 SP1 with 32 bit

That error indicates that it did find the "SDL Tridion" website but was unable 
to find the root of it. Perhaps the registry setting for the CME website is 
pointing to a different website? Or maybe there's something specific on Windows 
2003 that causes this check to fail; which OS did you use Robert?
