Moved user_folder creation before logger configuration #5

Just a tiny change to fix first-time startup when ~/.config/imperialism_remake does not yet exist. Tested on macOS and Ubuntu 16.04 (well, it starts--I didn't run the actual tests...)

Wow, it spins up a brand new environment each time for automated tests?

Thanks for the contribution. The new environment for automated tests is created by the Travis servers. I guess they are to thank.
