Like Github but specialized on artwork. Backed by Git LFS with strict license tracking. Maybe that could fly. At least there would be a demand for it, I guess.

Needs lots of discussion though.

Maybe for the beginning it could be a text based system stored in a Git like here. Additional binary storage would be needed though.
