Create a list of rejected games

and store it in the Git. Add rejected reasons.

Otherwise we will stumble over them again and again.

Possible reasons include:

• No source code available
• No verifiable open source license of the code
• Not playable (at least beta state)
• Too minimal

I did that now. See tools/rejected.txt. Should be checked in maintenance.py
