Add arch builds for different platforms and seperate artifacts with different names.

Couldn't find the way to exclude windows arm64 for matrix, probably doesn't matter.

@JYC333 , arm64 for Windows doesn't sound bad either, since there are some ARM devices out there, especially those new ones. I think it's more of a feature. 👍🏻
