Windows key activates same behavior as Ctrl key

Describe the bug Holding the Windows key (⊞) has the same effect as holding the Ctrl key in the Mastery window

To Reproduce Steps to reproduce the behavior:

1. Unlock Masteries
2. Go to the Mastery window
3. Hold down the Ctrl and Windows Keys separately
4. Observe that they both toggle the same effect

Expected behavior Only the Ctrl key activates the "buy complete tier" behavior

Environment:

• System version: Windows 10
• Game versions: Steam and Chrome 5.9.2

Postscript:

• Obviously, I cannot provide details on how other "system keys" interact with the Mastery window, but it's possible they could have a similar reaction.
• The function of the Ctrl key shows up in Mastery tooltips but not the Hotkeys menu.
