Misc tweaks to top100, header

Sorry, this one is a bit of a random collection of changes

• Removed ini_set() calls to change PHP's memory. If this is an issue, it needs to be addressed at the server level, not by an application running on it
• Fixes sorting in general, since that appeared to be broken and only sorting things in DESC order.
• Makes sort order URL argument a string instead of a boolean to make it more readable. No one knows what sort direction 0 is supposed to be
