[Suggestion] Make "canProvideEnergy" for the jetpacks configurable

Context: it's an absolute pain in the ass to have your jetpack run out of energy while using a mining laser, even though you have a lapotron crystal or something equivalent with you.

For the nuclear jetpack variants this might be ok, but for normal jetpacks it always makes my jetpack run out of energy before using the energy crystal

@Trinsdar could you please make it so that only high capacity or nuclear jetpacks are affected by this. A Config per Jetpack type would be best if you can make it so.

Because the normal Jetpack IMO is to low capacity to be providing energy in the first place. The nuclear variants makes sense, the compacted i am on the fence IMO.
