Add BuildCraft Oil and ThermalFoundation Oil to the Distillation Tower #4

It would be nice to be able to process oil in the distillation tower like in 1.4.7, but I am not sure how the BC oil should be processed. We need to tread lightly here to avoid invalidating the BC oil processing with the distillation tower.
