Check that /report works #757

It supposedly works but tells the user there was an error. Double check the text limits on the modal inputs too, they should be < 2000

I double checked and the modal inputs are <1000, and i can't reproduce the error. I cleaned up the d.moderate function a bit and added some logs in case this comes up again, decreasing priority for now
