As it would be a great idea to have both a bare bones page for whenever we do get Paypal link. Additionally, a page should be created like "under construction" or "paypal pending" as we can present and have something here even if the tribe is late to reply to us.

We should create a page that has some sort of integrated layout with place holders for paypal & possibly other categories at a later time. It would be helpful to have a place holder ready but also for the time being create something that says, "Under Construction". So if we don't get paypal info in time. We have shown anticipation of this eventual integration.
