update for current setuptools #20

This PR updates the setup script for modern setuptools.

I know the code in this repo is quite old, but my colleague asked for it, so I patched it for them to be installable. It seems it works correctly after this minor update...

I’m not really maintaining anymore (I made a rewrite in rust, for a more simple architecture: https://github.com/Tristramg/osm4routing2).
