In conjunction with TritonDataCenter/smartos-live#1069 which sets BANNER_YEAR, we now issue a two-line boot banner:

This uses features from https://www.illumos.org/issues/12517

Ideally, after this fix we won't need another OS- bug for a year change save merging upstream's update of usr/src/prototype.
