Cannot boot Win7 x64 with KVM after SmartOS 20180607T005809Z #24

After seeing the SEABIOS screen, Windows 7 x64 ends up in the screen asking to boot into safe mode or normal boot. Selecting any option eventually ends up looping back to this screen. Reverting back to the 20180607T005809Z version allows Windows 7 to boot again. WIndows 10 x64 guests do not have this problem.
