Want "private" worlds #18

Everything is stored under "public". It'd be nice to have "private" worlds that aren't mapped and aren't available for the world to see.

We could just have the backups go to stor, and have the maps and relevant properties from the server.config and server.properties go to public. Not sure if people will just want to keep a world from showing up in a public place when it is online or if people want to hide everything from a world. Comments welcome here!
