add 'make cutarelease' release mechanics

A la a number of other joyent-y repos, I'd like to add a 'make cutarelease' target that will:

• ensure a CHANGES.md section for the release
• ensure version in CHANGES.md and package.json match
• tag the release
• publish the release to npm
