Bump ImageMagick to 6.9.9-20 to resolve CVEs #530

Resolves CVE's too many to list. CVEs fixed can be seen in the pkg audit maintained by pkgsrc upstream

This one is tricky, because in 2015Q4 you want to avoid the rename to ImageMagick6 that trunk did in order to accommodate version 7. I committed a modified version based on the 2014Q4 backport I made earlier.
