OS-8321 Update adjunct tarball to 20210922 #1002

This PR enables by-default smartos-live builds on a PI which lacks in-platform OpenSSL 0.9.8 libraries. (Thanks to @bahamat for the new adjunct tarball.)

This PR can go in prior to the actual generation of PIs that lack OpenSSL 0.9.8 per joyent/illumos-extra#57.

@bahamat --> Filed OS-8321 for THIS commit, and likely old OS-5129 will apply to joyent/illumos-extra#57
