OS-8349 Move SmartOS build to base-64-lts 2021.4 #1011
This branch, and the one in joyent/illumos-extra, combine to allow SmartOS to get built in a 2021Q4 LTS base-64 pkgsrc image zone. As of the creation of this draft PR, It Builds (TM), but needs more testing, and lots of other things.
