Eventually I'll file a TRITON bug to catch all of the various repos commits. Meanwhile, there's an rfd176 branch in each repo that is affected by Phase 3.

I'd like to put this in before the sdc-headnode changes, because this being in the PI will make testing the sdc-headnode changes easier.

Will push back the easy fixes now. One open question (disable booting pool) and one longer-to-fix one (check usbkey mount status) come later.

Test notes on TRITON-2188

Testing notes are now in the bug report, and here:

ISO installer and iPXE installer already tested.
Enable-testing with PI and no gz-tools. (TESTED 1/8 on moe)
Enable-testing with PI AND gz-tools. (TESTED 1/11 on moe)
Enable-testing from one pool to another (TESTED 1/7 on VMware ISO installed) .
