You could try Disabling Readbacks under Hardware Download Mode or turning off Skip Presenting Duplicate Frames for the game. It has a known issue where it negatively impacts the frame limiter, which can result in slowdowns

this should actually be closed, but my 2 cents. had those issues but fixed it with EE core underclocking. it seems like for some reason the EE thread is not fully utilized but still bleeds a lot of performance.
