This change:

Fixes deletion of own posts
Implements user authorization (only mods for now)
Adds some moderation tools (for mods) to allow deletion & moderation thru "report" option.

@desertkun the possibilities of moderation was checked somehow? Because I can only review the code, but without testing on my machine...

Thanks for you time reviewing this. I am in close contact with moderators and they confirm it working. Alternatively, I can try get you mod rights for /test board, where you can play around with it.
